Research and Development Strategies Department

Fundamental task of the Department:

to prepare professional foundations and guidelines for further development of vocational and technical education on the basis of national and broader European guidelines and goals as well as to conduct evaluations and quality monitoring based on national indicators.

Areas of operation:

  • evaluation and monitoring of the process of introducing new and modernized education programmes within the scope of vocational and technical education,
  • monitoring and evaluation of the quality of vocational and technical education based on national indicators,
  • development of professional foundations and monitoring evaluation and completion in the field of vocational and technical education,
  • participation in the preparation of international evaluation reports (Cedefop, the European Commission, OECD),
  • preparation of development strategies and supplementation of methodological foundations necessary for the preparation of systems measures in the field of vocational and technical education,
  • participation in national and international development projects,
  • cooperation with other partner institutions in the European Union and western Balkan states. 


Department for Vocational Qualifications Development in Line with Labour Market Requirements

The Department for Vocational Qualifications Development in line with Labour Market Needs has two goals:

  • Transparency of qualifications and competencies in order to increase mobility in light of the European labour market development

The Department provides professional support to the development of a coherent and connected Slovenian qualifications framework. It conducts development work in the field of labour market, qualification structure and occupational standards analysis. It professionally manages work teams dealing with the development of professional competences, qualifications, occupational standards and NOQ catalogues. It monitors international comparability of vocational qualifications and encourages the acquisition of vocational qualifications for new vocational and professional fields at all levels of difficulty. It carries out professional tasks and develops methodological foundations for the certificate system, credit system and qualifications framework.

  • Certificate system quality monitoring and assurance

The Department is in charge of quality development and certificate system monitoring.  It prepares professional foundations for the certificate system and the cohesion of formal and informal education systems. It develops methodologies necessary for the acknowledgement of qualifications acquired in the system of work, and develops and supplements methodologies in the field of direct and indirect knowledge assessment as well as acknowledgement of knowledge acquired in various learning environments.  One of its important tasks is to promote the certificate system through collaboration with partners.

The Department's counsellors also manage numerous national and international projects.

Department for Curriculum Development and Counselling

The Department for Curriculum Development and Counselling covers the main functions of CPI. In relation to other departments of the National Institute for Vocational Education and Training, it is responsible for the development of curricula for pre-secondary vocational, secondary vocational and college professional education. 

Our key task is therefore to develop, monitor, participate in evaluations, to analyse the situation, and to propose new solutions and provide advice. 

We prepare expert opinions and professional material as well as conducting national and international projects for the Slovenian National Council of Experts in Vocational and Technical Education.

Curriculum and counselling advisers prepare new, modernized education programmes, and also make sure the modernisation system of educational programmes at the national level is coherent.

We provide schools with support in planning and implementing curricula (draft curriculum, detailed curriculum, open curriculum, linking of theory and practice, team teaching, new assessment culture, assessment tasks and completion tasks etc.). We are in charge of the development and provision of counselling to schools in the development of methodical didactical teaching models, of the improvement of the knowledge and skills quality, and we train teachers and coordinate the preparation of education materials. 

Our counselling function is provided through consultations, seminars, thematic conferences, study groups and through direct work with schools, teachers, headmasters and social partners.

We manage and coordinate work of study groups, participate in the implementation of national school competitions, we prepare minimum equipment standards and equipment projects. 

We cooperate with the counsellors from the Research and Development Strategies Department in the monitoring and evaluation of education programmes within the scope of vocational and technical education. We also cooperate with counsellors from the Department for Vocational Qualifications Development in line with Labour Market Needs in the preparation of occupational standards and national vocational qualifications.

We offer support to employers for quality assurance in the field of learning through work.

We also provide the necessary support to corresponding ministries, chambers and associations as well as all other departments of the Slovenian National Institute for Vocational Education and Training.

Project Management Department

Participation by the Slovenian National Institute for Vocational Education and Training in various national and international projects strengthens the Institute’s further development, enables exchange of experience, familiarisation with examples of good practice and establishment of new partnerships. In this way it contributes to the development of vocational and technical education and training within the Slovene space.

The Project Management Department covers the following areas of operation:

  • establishment of connections within international networks and participation in international activities and projects,
  • preparation of projects and project documentation for national and international projects in collaboration with other departments,
  • implementation of tasks for CPI in relation to the status of an authorised body in the Republic of Slovenia with regard to the implementation of projects in close inter-institutional cooperation,
  • preparation and monitoring of ESS and LdV project implementation,
  • reporting on the progress of projects in cooperation with project managers, and archiving project documentation in line with the rules and instructions applicable to a certain project,
  • provision of professional and technical support for projects,
  • organisation and implementation of conferences, seminars, workshops and other gatherings.

Knowledge and Information Dissemination Department

The Knowledge and Information Dissemination Department combines various areas of work.

The Department manages the department for quality ascertainment and assurance for vocational and technical education, and provides support to schools in the implementation of self-evaluation (link – booklet entitled Recommendations to Schools for implementing Self-Evaluation).

We develop, organise and implement training courses for teachers and other professionals.

We encourage the creation of textbooks and other education material, and we publish education material through Izvir znanja, an online library for vocational and technical education.

We develop and maintain the National Reference Point which enables access to information on the system of vocational and secondary technical education and represents the first point of contact for all questions related to qualifications, certificates and additions to the certificates.

We introduce various approaches to promote and encourage vocational education intended for the search of education in order to acquire occupation and knowledge for a certain occupation and career development.

The National Europass Centre also functions within our department. It makes sure that all Europass documents are available to everyone, and that they are filled out and issued in line with the European and national guidelines.
